I suppose all of them could be working on becoming animagi even as I write this. Though it wouldn't be nearly so high priority now as it was a few months ago.
You said that a lot of the Phoenixes, like Malfoy, knew how to occlude, right? And that's not something everyone can learn. Some people just don't have the disposition for it.
So, your animagi are likely to be the people who couldn't master occlumency, but knew that they might have to cross paths with Lady Lestrange.
